Yes it is satire. I had to double check too b/c my blood was beginning to coagulate.
It probably is satire....and yet, in Houston, Mayor White actually did have a policy in place that penalized the victims of graffiti and vandalism by charging them a similar outrageous amount. Thus proving that truth is stranger than fiction when dealing with leftist Democrats.
