In theory, but in reality I doubt it. I think they'll just ignore the fact that every law and regulation for four years is illegitimate and go right back to what they were doing.

I don't think the bureaucracy any longer cares about 'trust in the system.' They'll just do what is necessary to perpetuate the myth, which is what they've been doing since Nixon ignored a stolen election.
I see nothing precluding Arizona charges as well.
Arizona has no jurisdiction for filing charges for a crime committed in Hawaii.
If I were an official in Hawaii I would not want to rely on the current corrupt regime to protect me from legal jeopardy.
