Why did this not affect other countries that didn’t give a dang because it was known to be pure hysteria?
Because they were stupid? No. Because they knew better. In the Americas, the only hysteria was localized in the U.S. I don’t know about Canada. But a lot of money was made from this nut stuff.

Why did this not affect other countries ...
You really are clueless. It was a worldwide event. Every computer manufacturer on the planet was involved. I worked Y2K contracts for Digital, Cisco, Bay Networks, IBM, Compaq, AST, HP and Packard Bell to name just a few major players at the time. Hardware and firmware upgrades for The Defense Department, Banks and Universities were priority and eventually we were sent to every buisness and individual homes installing Bios upgrades all at the expense of the manufacturers. None of the manufacturers "made" money from Y2K. Packard Bell went from #1 retailer in the world to out-of-business, IBM quit making desktops for years, AST folded, HP and Compaq merged and most of it was a direct result of the tens of millions they lost fixing the Y2K problem.
The fixes were realitively simple, but the scope involved almost every computer manufactured before 1996. You should thank them for preserving the power grid, the financial system and the defense blanket. It was no hoax and the only thing you got right in all you've said is " I dont know ...."
