I’m sure BCs were an interesting income stream for corrupt government officials. Imagine the money that could be made. I am postulating a reason for all the resistance to disclosure.

Certainly. If you as an elected official control the issuance of LFBC’s, it would be a simple matter to create forgeries.
You would, however, need the complicity of some more individuals, within the bureaucracy. Just takes cash.
Hawaii was running a scam to get Federal dollars. The more babies, the more dollars so they registered anyone and everyone. You could show up at 60 and tell them some story, with little in the way of documentation, and walk out with a BC. Obama could have picked his up anywhere along the way, no matter where he was born.
