Bingo. When John Engler was still the Governor they were working on a reorganization plan that would have put the city on a firmer footing (including such blasphemous things as privatizing trash collection).

As you can imagine, Commie-babe Canuck Jenny Grahnholm put the kaibosh on any such measures that would have actually been effective.

They also lost an Eminent Domain court case over the tallest building in town (which was falling apart) and had to pay the owner several million dollars which they did not have.

In Michigan there's a 50/50 chance that they might just be corrupt republicans. In this case I'm guessing they're democrats but in the smaller cities all bets are off.
