If they shut down the Internet, then vital public services, like fire departments, and their ability to get to the scene, will be hampered.

America will burn when people who are normally chained to their computer screen suddenly have nothing to keep them occupied, and the public service sector can't communicate or navigate (don't kid yourselves--most people have lost the ability to actually read a map).
