Not necessarily. There is another Floyd Corkins who is 55 and lives in the area. This is apparently a picture of him:
Doesn't look like the guy they're showing on the news, so I suspect the schoolteacher (pic is from the school website) is the 55 year old, not the 28 year old. They may be related, but I kinda don't think it's the same guy now.
