The suburbs should have seen this coming decades ago. They should have started a suburban water and sewer authority in 1970.
If Detroit didn't have suburbs that pay for water and sewer services, subsidizing Detroit residents, those residents wouldn't have water or sewers.

Government employee unions fund the campaigns and get-out-the-vote drives of favored politicians. When elected, those politicians deliver lucrative benefits and privileges for unions and their members; the union receives mandatory dues (read: more taxpayer money) from government employees, and the cycle starts all over again. Conflict of interest, positive feedback loops (i.e. vicious cycles) and the cost of coercive as opposed to voluntary exchanges are all on display in spades here.
