Hmmm, interesting point about the possible armed forces and/or militia of some sort burning down the ghettoes. That has happened once before. Some of the younger ones might not remember or have been born after it, but I remember back in 1985, Mayor Goode of Philadelphia, surrounded the MOVE complex and ended up resorting to a helicopter dropping a firebomb on them resulting in a huge fire. I looked it up, it happened May 13th, 1985, which matches my memory, I was a senior in high school at the time and was about to graduate.
When a city already has arson fires burning, set Rodney-King-style, that is the best time for outside bad actors to set fires. In Smyrna in 1922, the Turks waited for the perfect off-shore breeze to light up the city, driving the inhabitants to the seawall to their deaths or rescue.
