additionally, I would think this prez, will just issue a tax cut to the middle class, by Presidential decree, for each year he remains office.

rules and law don’t mean a damn thing to these people. when is the last time the Senate produced a budget, which by law is what they are supposed to do ?

we are going to see him usurp power, in increasing amounts.. he’ll completely bypass congress and just issue orders. watch....

the press will go along with it, because after all, like Lincoln in the Speilberg movie, it’s for the common good.. the ends justify the means, when a king has good motives.

One option may be to schedule more frequent votes on raising the debt limit, say every 3 to 6 months.

If the magic, agreed to spending cuts have not occured in each period, then no debt limit increase.

It’s about the only leverage the GOP house has...

I believe Obama will honor his word to make serious and thoughtful cuts the second Tuesday of next week.

See my earlier post. Taxes go into the US Code and “spending cuts” into the ephemeral annual budget, no mechanism to make them happen in a later budget.

I think that your documentation project is worthy, looking at the budget bill for a given year might work if you also slogged through the Congressional Record of debates on the budget. http://thomas.loc.gov will find you the bills and a link to CongRec. To the US Code as well, I think.
