If I’m not mistaken, Italy was throwing lots of cash at Libya to help manage its immigration problem. Muammar was also cooperating with the US regarding nuclear proliferation and perhaps other things. So it doesn’t surprise me to see a connection somewhere between Libyans and an ambassador from the West.
