Anyone can name their router ID whatever they want. Always fun to spoof the neighbors.
Maybe it was a joke, a neighbor who named their home network, FBI Surveillance Van.
If the FBI wanted to snoop on you, it wouldn’t have to create a hotspot to do so. Probably just your neighbor’s kid having some fun.
If it was unsecured, you could use it to download some pr0n.
You name your router “Hitler’s Secure Bunker” or Obama’s Kenyon Birthplace” if you wanted.

Somebody somewhere set up the idea of naming their network as such so people wouldn't access it. Apparently some people thought it was clever enough that they copied them and the notion went viral. There's a network in my neighborhood with the same name.
Name your router after your neighbor’s dog, anonymously. Always good for a laugh or three...

I named mine “Download Virus”.
You can name it “Launch Thermonuclear Missile”, or whatever.
I named mine download virus as it makes people unlikely to click on it.

yes, you can name your router whatever you want. It is a cool thing to freak your neighbors out, espeically one that is not nice...
Unless you live in an apartment building, it is hard to have anonymous ID. I can walk down the street here with my phone or iPad or Kindle and figure out the router names by signal strength and proximity to houses.
