So your school systems are more realistic in their reporting of students' progress. Wish ours were. Ours are piled in one huge, non-identifying mess. Principals and administration staff can brag about their success on their resumes while the children's educations go to hell.
Ours are listed by both school and grade, nothing non-identifying about it.
Dealing with "self esteem" or worrying about "hurting feelings" are not high on the priority lists around here - and kids still do get left back if they aren't progressing.
I can't speak about all districts in Virginia, just the one I live in, and we live in one of the 10 poorest counties in the state.
