I never discount conspiracies but it could be that because the two eldest daughters resemble each other so much, and that the surviving one is wearing the deceased daughter's dress,it seems as if it is the same little girl.

Just my observation.

My daughter thinks the little girl with Obama is Emilie’s younger sister. If you look at the family photo the little girl on the left in the red jumper looks a lot like Emilie. Plus, she’s the only one not wearing that red and black dress. Her guess is that the parents purchased 3 identical dresses for pictures and for one reason or another, that little girl didn’t wear hers but wore it when she met Obama.

I want to believe that, but they would have to go so far as to even changing how her sister parted her hair.

How many kids do you know who after a couple minutes would be hanging all over some strange man laughing and giggling? Most kids that age would be hiding behind their parents’ legs or have sullen faces or would be leary especially after going through all they had and wondering why is this guy wanting to take a picture of me. Even talking up going to see Santa, mine never did trust him (half the time he was Mr.b or a friend).
