I’ve been reading stories like this for at least 20 years. After this long it can’t be considered incompetence, this impenetrable bookkeeping is deliberate policy to prevent citizens from finding out where their tax dollars are going.
Congress knows about, Congress doesn’t do anything about it so Congress is in on the scam.
Back in my corporate days, there was one especially egregious department whose books were so convoluted. They would send the dimmest bulbs to meetings to explain things, hoping we'd get so frustrated we'd give up. They eventually sold themselves to another company,and walked away with personal millions. It was a scam, but because the bigwigs were in on the take, nothing was done about it.
