Agree with rottndog, I think this is the most expeditious way to get rid of these people. The police are obviously not interested. The one person who really has the power to get rid of the problem tenants is the landlord. If he says he is frightened they’ll tear up his property, point out that one approach to this (used more than you’d think) is to offer to PAY the tenants to leave. (This is done more often than you’d think.) If they are low on funds and he offers them $500 to move out, they’ll probably be gone tomorrow.
If the landlord is still not interested ... that’s when you start calling him EVERY SINGLE TIME there’s a violation. But you must be friendly and nice about it, not threatening. “Hi! Just thought you’d like to know your tenants are violating the noise ordinance again! Thanks, bye!” Call him again twenty minutes later, still friendly, same message. Rinse and repeat. A few days of this might just work. Good luck!
