It makes a HUGE difference in that there are only four, not necessarily mutually exclusive, conclusions one can draw from the facts:
1.) The State Department and the Secretary of State deliberately mislead the nation
2.) The State Department and the Secretary of State recklessly promoted an incorrect interpretation of the facts.
3.) The State Department and the Secretary of State are incompetent and heads should roll.
4.) The State Department and the Secretary of State are engaged in a very deep diplomatic game, which does not rule out 1, 2, or 3, and almost certainly means they are in over their heads and are trying to get out of a situation they never should have gotten into.
