I have lived in a Midwestern state that upgraded it’s welfare benefits and I saw the flood of blacks from Chicago and the East coast and the South coming in.
I had seen the same thing in California in the late 1960s.

Seems to me that I remember when laws like that were declared unconstitutiona by the USSC because it restricted the welfare recipient’s right to live where she wanted to, or freedom of movement, or some such nonsense.
