The rats understand this basic concept as well, and have been fighting for decades to PROMOTE cities and denser populations by increasing gasoline prices and other means in their efforts to smash everybody into "public transportation". There have been numerous lefty articles about how to craft policy to benefit cities and keep people in nice, controllable "population centers".
