The Democrat/Republicans like Jefferson loved Genet and the French (after the French Revolution and during the Reign of Terror). The Federalists (mainly Washington) did not.
Yet, President Washington gave him his life after Genet's own country wanted to guillotine him. Yes, Genet amassed quite a record: the Russians could not stand him, the Americans wanted to ship him back to France, and the French were waiting to execute him.
Thanks, guys. The Citizen Genet affair was one of the stranger events of our early history. Of course, the issue didn’t go away. Both Adams and Jefferson had to contend with aspects of the Napoleonic Wars. The issue was finally resolved with the War of 1812, by the end of which most people wondered why we had fought it in the first place.
