Syria is trying to prevent movements.org from using the same game plan they used in Egypt and Libya. Using Obamaphones to coordinate attacks and flash mobs. Movements.org has a backup plan if twitter is taken offline I dont know how it will work without the internet. I guess with enough satellite phones it would slow them but not stop.
There has been speculation that the Syrian government did this as part of an offensive against the rebels.
