That is certainly possible. The mother might have supplied all the information for the birth certificate.
I can conceive of a hospital clerk asking Ann Dunham: “What is the father’s race?”
And her responding: “Well, he’s from Africa.”
The clerks in the court house were not trained to fill in the forms that would be submitted to the US agency responsible for vital statistics. I’m not buying it.
