Mostly, this was a policy which targeted conservative groups. However, from a PR standpoint, Issa screwed everything up by trying to cover up the fact that the policy also targeted some "progressive" groups. Issa really should have known that all these facts would come out eventually.

But, still, there can be no denying that that most of the targeting involved conservative, Tea Party groups.
