The US lost the Vietnam war because Congress voted to defund it. They cut off all funds for it, so Nixon had no choice but to bring the guys home. Of course, the history books will only say we lost the war, not why or how.

So why can't this Congress (of folding lawn chairs) defund ZeroCare?

Agree with all you wrote, and not trying to hijack the thread, but the U.S. population's patience is thin ...

 There is no instance of a nation benefiting from prolonged warfare.

I remain conflicted whether we should have engaged in Vietnam. Fight against communism? - YES. Christian philosphy of a just war - before engaging you must decide if the people will be better off. It worked in South Korea, but failed in South Vietnam.
