(Sigh) Ya know, with five years empirical evidence staring me in the face, I would, begrudgingly agree, that you mighr be more correct than wrong!
True story: Some years ago, the feds offered this town a chunk of money to make improvements to the long-neglected business district. Obtaining that money would have involved some paperwork. The officials didn't want to spend time on the paperwork, so they turned down the money. Just amazing.
