I don’t get it. Why did Hurley tell his officers to find non-police ways of policing black youth crime?Because CRIME by black yutes in school was so high. By finding non-police ways to 'discipline' the yutes, the CRIME FIGURES were drastically reduced. (The CRIMES were not reduced, just the FIGURES).
This made the SCHOOL look good, and increased Federal Funding.
IT'S ALWAYS ABOUT THE MONEY.
