In the grand scheme of things, this bit of hidden privacy boilerplate language is not that big a deal. But, for the record, here are a couple of screen shots of the "terms and conditions" page taken during the Obamacare registration process at HealthCare.gov.

First, here is an image grab of the "view source" markup of the "terms and conditions" page from the registration process for Obamacare at HealthCare.gov:

Note that the bothersome text is "commented out" via use of tags in the HTML markup.

btw... this stuff is properly called "markup" rather than "code".

And here is the page from which this source markup is being viewed. (You can do this little exercise in your browser.)
