And not just that.
When he no longer wants the votes and wants to move to a Communist system of government, he has found the "switch."
If and when (for whatever reason) the stuff (money, foodstamps, medical) stops and the riots begin (and they will because starving people do crazy things)...he will throw the switch and declare martial law over the trouble spots. If the trouble spots include the blue cities, then all he has to do is wait for the red countryside to have problems delivering foodstuffs to the blue cities...and when that happens...he (actually the group he represents) moves the government control into the red areas.
How easy is that?
