They want the unloaded gun to be in a plastic bag, and any ammunition to be in a separate plastic bag.
That's smart because that ammunition might load itself into the gun if they were kept in the same bag

The part about never having been owned by the people selling them may literally be true. What happens if the gun happens to be a stolen gun that was used in a shooting?
