The biggest deterrent for the Japanese to attack the US mainland after the successful attack on Pearl Harbor was the fact that American citizens have the right to bear arms, and that made all civilians militia.

The reason that we write Laws is to protect the innocent and punish those who violate the laws.
The reason that we write Regulations is to make sure that a given violation “NEVER HAPPENS AGAIN.”
Thus, Regulations appeal to our “Everybody is a Victim” Society.
Laws appeal to a Society that believes in protection and punishment.
Gov. Haley has put South Carolina in the Society of Protection and Punishment.

The reform restores the rights of armed Americans to eat in the same restaurants as the rest of the population. Except for those Americans who happen to live in the state of Georgia. It quite bothers me that even though SC is a neighboring state, there is no way for me to legally carry in SC unless I own real estate there.
