The first 2 lines: Is it true that someone is taking the side of allowing ONLY noncitizens to register to vote? I am confused.

Totally incorrect - this law in Kansas insures that only citizens vote in Kansas.

So far there are a number of people who have attempted to register either without providing proof of citizenship or providing something that cannot be verified as proof of citizenship, in KS.

Local media and other liberal/socialist groups posing as minority activists claiming hurdle of providing proof, whine about KS law making it "difficult if not impossible for minorities to vote."

Hogwash!

It's a mistake in the posted article. Replace "noncitizens" with citizens and it makes sense.
