Question: If AZ is a Constitutional Carry state, whose constitution says of the subject Art 2., Section 26. The right of the individual citizen to bear arms in defense of himself or the state shall not be impaired, but nothing in this section shall be construed as authorizing individuals or corporations to organize, maintain, or employ an armed body of men. then how can there be any legitimate permitting process for AZ citizens? How can a permit even be required in any case involving a citizen of AZ whatsoever?

It is mostly for other states, and to allow people to buy firearms from federal dealers without having to do the background check.
