When you wrote the checks, did you use abbreviations, improper capitalization and multiple punctuation?

I can’t answer that as I’m not the one asking you to do so. Why don’t you ask them.
My guess is you took them as a deduction on the Fed taxes.

Because AFAIK, the IRS' computers don't "talk" to local governments' computers and therefore have no way of verifying your claim of payment. If there were a question over, say, whether you had paid your NY *state* income taxes, the IRS wouldn't have an issue because the IRS' computers "talk" to the state computers and they could easily verify it.
