Seriously, they just pull these phrases out of thin air, detached from all fact and reason, don’t they? So long as it sounds biting and ominous, they string the words together and hurl them out of their mouths!
Case in point: how, exactly, would they know that there would be “very little student learning” happening at such schools? And how would they stack up to the same standards?
Rubbish.
That depends on the meaning of the word "learning".
Traditionally, it means facts turned into knowledge turned into wisdom.
To them, it means "indoctrination".
