Yes. He was obviously very sick.

Apparently, he had uploaded a bunch of videos to youtube, which he removed when his parents found them. Then he uploaded them again right before going on his murderous rampage.

Why didn’t his parents get him help when they first saw the videos? Is the mental health system so messed up that even wealthy people cannot access care?

Timing thing, I think. His parents did send the police on a "welfare check" on the strength of the videos. That was only about a month ago. This guy was very, very glib - his writing shows it. And he was smart enough to realize that the vids were revealing too much and so he pulled them.

At that point he was locked into his Day Of Retribution. He even gave a schedule. Had he not gotten drunk and tried to push people off a wall and gotten a broken ankle for his trouble he'd have pulled this off a month ago.

He mentions Dr. Charles Sophy, a Beverly Hills celebrity psychiatrist, and Dr. Randy Gold, a Calabasas psychologist, as people his parents connected him with. What they thought I cannot imagine but I’d bet they’re under attorneys’ clam-up orders now.
