If you turn on the faucet at home and water comes out and you don’t pay for it, that means someone else paid for it.
I’ve seen the photos of Detroit. There’s plenty of cleanup work there. There’s nothing that says that a backhoe can’t be replaced by forty people with picks and shovels.
One Clinton speech could settle most of these debts and help a lot of poor people get water.

Then again, I know a disabled fellow who can hardly keep food after rent, satellite TV,landline with internet,electricity,water, and doctor prescribed painkillers to which he is addicted.
From personal experience I know too many doctors are willing,even eager, to prescribe drugs beyond what a patient needs to cope with pain.It is little wonder so many are addicted to narcotics.
Among bad choices are placing unthinking trust in doctors and government.

You won’t get a private company to take over a mess like Detroit’s water utility, and, most prvitized water utilities are a bigger mess than municipal. The private company also has to make a profit...which will be included in the bill
Better yet....Detroit should get some military sanitation engineers and teach the folks how to build a latrine pit. Outhouses don’t need much water
