Considering that there are more blacks on the dole then ever in the history of the US, I think Obama has failed his black constituency and therefore America. It's all a matter of perception.
We feel that having more blacks on the dole is indicative of Obama's failure.
This author seems to think that blacks receiving more public assistance and racial preferences is an indication of Obama's success.
The author just wants Obama to take credit for it publicly.
