Hasn’t this proposal popped up in the past?

Only with a sub-divide into 3 states.

Lower CA, split just above LA

Central CA, up to Sacramento

Northern CA Sacramento up to OR

I seem to remember none of the northern two wanted the San Fran wierdos..:^)

There has been such discussion for decades. I'm a die-hard proponent of local governance, especially in the case of California, it's just too massive and complex to effectively govern from Sacramento. I think a better solution would be to partition the state into aggregate counties and incrementally delegate much of Sacramento's authority to these aggregates, like a smaller version of the U.S., the six-state proposal could serve as a template. This would have the benefit of being non-disruptive at the Federal level (still just two Senators) and enable a smooth transition to independent Statehood should that be desired (by the nation.) Put it on a multi-decade time table and the whole thing could be done with ample time to undo inevitable screw-ups.
