after Vladimir Putin announced he would return to power for a third term as president and the world simply acquiesced, "The world" is supposed to decide who is going to be Russia's leader? How does that work?

Good point. I think it is enough to point out the obvious - the people of Russia want a lifelong tyrant. Fine. But that doesn't mean we have to include that nation in assemblies of rational actors - such as the G8, ect.
