I’d like to change the way we vote too. National law that everyone must be registered to vote or register to vote not less than 4 weeks before the election. And everyone must present that registration card at the time they vote. No card, no matching name on the register, no vote, no exceptions. Only american citizens who have never been convicted of a felony allowed to vote. No exceptions.

And no early voting. AND ALL military votes MUST be counted and to hell with the time stamps on them. Many come from different time zones and I KNOW they are rejected because they were sent the day after the election because of that.

To piggyback on your list perhaps a few more qualifiers:
- reside at voting card address at least X weeks before election
- cap on amount of public assistance (e.g. % of household income)
- cap on duration of public assistance (e.g. X years or less if capable of working)
Just thinking out loud...
