You’ve got a point, but it still comes with a price. If the “exchange” were a true marketplace, the market price would be less than what you used to pay. Any subsidized product or service is by definition priced above what the free market would pay.
It is rather Orwellian that government agencies refer to the marketplace in various literature and official tax filing documents. At least they could do is call it a government mandated, crony capitalist managed marketplace..
