How about you fire the lazy and marginal government employees at all levels and use part of the funds and refund the balance to the taxpayers?
Surely the State of Michigan, the City of Detroit and the local school district have LOTS of incompetent employees.

How about firing 3/4 of the Detroit Public School teachers (and staff and administrators) and hire new?
