I’m not a huge fan of Sanger, but it appears there is no evidence she ever made that particular quote.
Several of the quotes in the article, while they may be accurate, are taken out of context.
The “extermination” comment, for instance, was from a letter responding to a follower who said such rumors were going around. Sanger was responding on how to respond to such false claims, not proposing a course of action. At least not in that remark.
