In some ways I agree with this policy change as not that many people subscribe or even read newspapers these days and these legal notices are often buried. In most states affected parties can also be sent paper copies of these proposed regulations on request. I remember the old days when the Federal Register was sent in paper copy and it would take hours to sift through all the pages. Far better to have a searchable data base online.
