I'd say 25% the former, 75% the latter.
It would be almost impossible for the Secretary of State, in doing her job, to not have many, many discussions about classified material. Referring to the content of the classified materials, without assigning or marking them classified, is not only stupid, but has to be an offense.
It's like taking an abstract of a classified document, adding discussion, and removing the classified header. Wrong, wrong, stupid, wrong.
Not just an offense, but a crime under US law, good for up to 10 years in the slam.
