Who is going to pay interest on the loans? Well we taxpayers ultimately pay. But these school districts will have to add a line item in their budgets for interest expense.

budget impasse...yes - state government shut down by governor a couple of months ago - absolutely disgraceful to close down all government services to try to get his way on the state budget - oh, he's a 'rat? - never mind.....
