Sec. 23. RIGHT TO KEEP AND BEAR ARMS. Every citizen shall have the right to keep and bear arms in the lawful defense of himself or the State; but the Legislature shall have power, by law, to regulate the wearing of arms, with a view to prevent crime.
Then the first thing that should happen is open carry and recognition of what "arms" are...
"Who are the militia? Are they not ourselves? Is it feared, then, that we shall turn our arms each man gainst his own bosom. Congress have no power to disarm the militia. Their swords, and every other terrible implement of the soldier, are the birthright of an American.... You want to prevent crime? Then let us openly carry pistols, swords and knives longer than our friggin' fingers!

In Texas, open carry of pistols & revolvers will be allowed come January.
Some areas will limit it, but generally, open carry will be OK.
