I think mr trump has held back vis a vis Hillary because — he doesn’t want to knock her out of the race before she gets nominated — he wants to run against her (the least - liked D with the most smelly baggage). Trump doesn’t want the D’s to nominate a more viable candidate, imho. Assuming it is Trump vs Hillary it will be very very very entertaining as Trump will not shy from going through - and shredding- all her failures and genuinely- horrid policies. This is true. Not only the egregious - to put it mildly - abuse of seriously sensitive classified material via her server - which we learn of after she has boasted in Hard Choices that she is certainly no babe in the security woods - and not only the equally egregious violation of the Constitutions strictureby not asking for, and getting, Congressional authorization for each instance of institutions (her marriage/joint checking account with Bill, and the Clinton Foundation, in both of which she was a principal while Secretary of State) receiving emoluments (honoraria) or presents (donations) from foreign governments. Absent congressional authorization, IMHO for each instance, they were all illegal irrespective of the use the funds were put to. Even had all the money been given to the Red Cross, she would still be getting credit for doing good, with resources to which she did not legitimately have access.

In addition to Whitewater, Rose Law Firm Billing Records, and other scandals with which Hillary is directly associated, there is the small question about the hundreds and hundreds of felony counts of illegal access to sensitive FBI files on former white house appointees, 500 of them Republicans, 400 more which were requested in alphabetical order rather than on a need basis, and which were highly suspicious even though the targets were Democrats. The perpetrator of these felonies was Craig Livingstone, and his name became so toxic that the Clinton Administration was unwilling to identify who hired him. And it announced that Livingstone had been fired (note the passive voice), unwilling even to admit who had the authority to fire him. The upshot is that everyone in the Clinton WH at the time is legitimately a suspect.
