His father was still either a Cu\ban Citizen at the time of his birth, or a Canadian one. His father then did a runner, as he did to his first wife and family. Years later he and Ted's mother got back together again, in Texas, before they divorced.
Ted did NOT renounce his Canadian Citizenship until about 18 months ago and was still a Canadian Citizen, when he ran for and became a Senator.
