People are possibly a little drunk and slow to react. Plus, most have never been in a fire-fight so they don't know what to do.

The reason why I said this, is because at Trump’s rallies, he always brings up the Paris attack, and how if someone there had a gun, the attack wouldn’t have been remotely as successful.
